World of Warships Supertest: Pan-European Tier VI Premium Cruiser Elli

Elli started life as the Italian light cruiser Eugenio di Savoia, the sister ship of the Emanuele Filiberto Duca d’Aosta, and a member of the Condottieri-class.
The ship was laid down in July 1933, launched in March 1935, and commissioned in January 1936. Her first action in a war would be during the Spanish Civil War during which she bombarded the city of Barcelona in support of the Nationalist troops.
During the Second World War, the ship would first take part in the Battle of Punta Stilo. Afterward, she was present during Operation Harpoon in 1942 during which she badly damaged HMS Bedouin as part of an attempt to intercept Allied convoys on their way to Malta. Finally, she was part of the interception force against another British convoy on its way to Malta.
This is where Eugenio’s participation in the war would end as she was hit by an airstrike from Liberator bombers on Napoli’s harbor in December 1942 and the armistice came soon after. Afterward, she was used as a training ship at Suez.
After the end of the war, the ship was transferred to Greece in 1950 as war reparation. The ship was then renamed Elli and served under the Greek flag as a headquarter for commanding staff until she was decommissioned in 1965. She was then used as a naval prison ship and was extensively used during the Junta of 1967-1974 with naval personnel being locked there for their resistance activities.
Finally, she was sold for scrap in 1973.

Personal Opinion
Well, the Elli is a bit of a weird ship as it’s basically Duca D’Aosta but with a lot of improvements while being at the same tier. She has a faster main batter reload, baked in Spotting Aircraft, is faster, and has better anti-air. In return, she gets a slightly worse rudder shift and the torpedoes become almost inexistent with incredibly low damage and short firing range. Then again, it isn’t like torpedoes ever were a strong point of the D’Aosta so it’s not a big deal.
At this point, I’m just sitting here and asking myself how is this all working balancing-wise. If D’Aosta is considered fine (although in action she is relatively bad), how can Elli with her initial stats also be considered fine? Things don’t exactly add up if you ask me.
